time. good morning. welcome to 9 news now. today is thursday, september 16th. i'm roan ron. angie -- i'm andrea roane. angie has traffic and we begin with howard bernstein. she has problems this morning but we can't blame it on the weather. >> let's talk about the weather. a few issues later on today and tonight but they are welcome issued because it has been so dry. and we start by showing you the rain across michigan and washington pushing through indiana and ohio. another cluster out of missouri there. for us a few clouds blowing off the storms this morning. otherwise in the 60s. look at the 70sin the ohio valley ahead of the cold front. a little touch of autumn across the northeast. in the 40s with 30s toward lake la sid. 58 reston. arlington is 64.

so is brandywine and so is springfield while we sit at 69 at reagan national. 72 or so around 9:00. 80 at noon. breezy this actual. could be a late shower north and west. highs 84 to 89 down south. 31. let's find out about angie's problems. >> tieups to avoid early on. begin with an accident at marlboro bike between brooks drive and silver hill we are hears because of this accident it will be like this until 5:00 a.m., maybe even 5:30. we have construction we are keeping an eye out on. surprise surprise. south capitol street is closed in both directions where it meets the douglas bridge. hopefully that will open up by the 5:00 hour, as well. watch for construction at 824 montgomery village avenue. smooth sailing to the split. 395 northbound all clear commute from the beltway to the

14th street bridge. before that on 95 northbound, no problems to report. lanes are wide open for business here, folks, out of fredericksburg to the springfield interchange. back to you. we begin with breaking news out of district heights where investigators are searching for answers after a triple fatal accident involving an ambulance. it happened this morning just after midnight on marlboro pike in district heights, maryland. kristin fisher is live from the scene with more. >> reporter: unfortunately a tragic story this morning. it is really going to add to drivers ' problems this morning, at least for the beginning of this rush hour. bad news all around. groining me to talk about what happened is prince georges county police corporal. can you tell us what happened? >> shortly after midnight we received a call for a two week

accident offing a prince georges county ambulance and an suv. >> reporter: what happened between the two? >> it appears the suv had crossed the double line coming in to path of the ambulance. the ambulance had to make a defensive maneuver to swerve an the suv ended up sideswiping the ambulance. >> reporter: so what happened to the three people inside of the suv, the passenger vehicle? i understand clearly they unfortunately did not make it. but were they transported to the hospital or were they pronounced dead on the scene. >> three occupants in the suv were pronounced dead at the scene. themes firefighters responded priority call and they have been transported for minor injuries and have been discharged. >> they had sirens going an the lights flashing. they were most certainly an ambulance rushing to the scene at the time of a crash.

>> they were in response to an emergency call with lights and sirens. >> horrible situation obviously. what does this mean for the morning commute for drivers that have to use the marlboro pike to get kids to school or go to work? >> the 5600 block will be closed for probably an hour and a half half or longer. >> the best guess would be maybe 6:30. >> yes. if you are trying to commute on marlboro pike to the district it will be backed up for quite sometime. >> reporter: thank you so much for being with us. andrea, just for everybody watching, just know the reason this is taking so long is this is a major accident. some significant damage to both the ambulance and the suv that was driving. a ton of debris on the roadway. so right now they are working on clearing that debris that

was scattered throughout the roadway in the accident and they are having, right now there's an accident, reconstruction team on the scene trying to determine exactly what happened. so, very sad situation here this morning. and it will likely cause some pretty significant issues for commuters this morning. back to you. >> thank you for the update. president obama wants tax cuts for the wealthy to expire while renewing them for the middle class, but the president is having trouble keeping democrats in line. as tara mergener reports, more democrats are choosing to side with republicans, against the white house. >> reporter: with bitter mid- term battles looming, president obama is taking a fresh shot at republicans. >> we don't have time for anymore becames. i understand there is an election coming up. >> reporter: on wednesday he accused the party of blocking his plan to extend bush era tax cuts for families making less than $250,000. just so wealthy americans could

avoid a tax hike. >> they want to hold the middle class tax cuts hostage. >> if we are serious about helping our economy this month, we need to stop the tax hikes and we need to cut spending. >> reporter: republicans reason the only ones refusing to get on board. more than 30,000 democrats have signed a letter urging that taxes be extended for everyone. with unemployment stuck near double-digits, the economy is still the top concern for most americans and according to a new cbs news, new york times poll, one in five thinks it is improving. >> it is not being fixed. it being smoothed over to make it look like people are filling jobs. >> reporter: only 38% think the president has a clear plan for creating jobs, and some 46% think the stimulus package has had no impact on them. one in five thinks it made matters worse. >> it is too soon to make any final assessment of his presidency.

>> reporter: today, president obama and the democrats could get one of their last chances to prove themselves to voters. the senate is expected to vote on a long, stalled measure that will boost lending to small businesses. tara mergener, cbs news, washington. democratic congressman gerry connolly says he disagrees with president obama when it comes to income tax cuts. he represents fairfax county, which is one of the wealthiest counties in the nation. >> if you look at the economic data, the top 5% income bracket in america accounts of 30% of all consumer spending. we can't risk dampening consumer confidence at this time. >> reporter: economists disagree whether it will hurt or help the economy. with vincent gray's primary win, many in the district are wondering what will happen to michelle rhee. rhee and gray haven't always seen eye to eye and when asked twice by wusa 9 about the

future of michelle rhee, chairman gray refused to answer the question. rhee issued a statement yesterday standing by her reform. >> mayor fenty called gray and said he has no other job offers a this point and will keep charging ahead for the next 105 days he is the mayor of columbia. he has a law degree but spent little time practicing law and got in trouble with the dc bar when he did. he has not ruled out another run for political office but he says it is almost 100% certain he will stay in washington and serve this community in some way. stocks rally to a five-week high while the number of foreclosures continue to climb. it is 4:38. 69 degrees and you are watching 9 news now. we'll be right back.

50 westbound early morning construction to avoid. the update is coming up. at this time it is time for the first living smart report of the morning. jessica doyle is here with the headlines. wall street will focus on the job market this morning. new claims for jobless benefit will be release and investors are hoping for good news. the september rally was back yesterday. the dow stands at 805 -- 10572 after ending the day up 46, the nasdaq up by 18 and the s&p up by almost four. foreclosures are on the rise. according to realty track, foreclosure activity jumped 4% in august compared to the previous month but that is down 5% from last year. five states accounted for half of the foreclosures, they are california, florida, michigan and illinois. a watch dog panel says the government's failure to level with the public about the

showers and maybe a scattered thunderstorm. southwest winds five to ten. sunset 67:18 and -- 7:15. this morning we still have 70 in annapolis and pax river. 63 cambridge. some 50s out there. notice them in martinsburg, cumberland, petersburg, luray and stanton in the upper 50s and tappahannock cooled off to 61. at reagan national 69. got mostly cloudy skies. these are higher clouds. i don't expect a thick overcast. dew point crept up a bit. west coast pretty quiet except for the northwest. the middle of the country we are all the shower and storms. several clusters of these. and the energy is rolling east. the bulk to the north but we will have enough energy that we will see the threat thankfully for much-needed showers coming

in tonight. the cold front to our south but the warm front is starting to return. it is rather humid on the other side of the front and temperatures in the ohio valley in the mid-70s. our 9 future cast in motion through this morning, maybe going to pittsburgh, some showers by midday. here we go through the afternoon and evening. notice the scattered showers, some rumbles of thunder. 3:00 tomorrow morning looking at a chance of a few showers early but then that will clear out and left with showers in the mountains by 10:00 or so. and we are looking pretty good with the sunshine breaking out down to the carolinas, a few showers linger in the afternoon. our seven-day forecast, 87 today. it's going to be warm and breezy. gusts near 20. tomorrow down to 83. looking good on saturday and sunday for the skins game and then heat builds for the last days of summer. fall begins next wednesday night. >> it is not over yet, folks. 11 minutes away from the 5:00 hour. hope you are off to a great

thursday. right now dealing with some tieups out there. begin with this accident on marlboro pike. the roadway will be closed in both directions between silver hill road and brooks drive. it will be like this, we're told, probably until 6:00 to 6:30. avoid marlboro pike out that way. watching a water main break on southbound new hampshire avenue between shaw and thomas. drivers are forced to lose the right lane. approach with caution. give the crews the room they need to get this thing picked. to -- fixed. here's a shot at the construction at route 1 in forestville. should be clearing in the next 15 minutes or so. and 495, you are going to watch for construction on the inner loop between route 7 and 267 and finally here's inbound new york avenue. no complaints making your way from the times building to the third street tunnel. andrea, over to you. more construction. a heads up for drivers who use the south capitol street bridge.

d dot has begun overnight closings on the bridge. all traffic lanes closed at 8:00 and will reopen at 5:00 a.m. the bridge will close starting 9:00 p.m. on friday an lasting all weekend. it will be back open by 5:00 a.m. on monday and more night time closing through september 30th. sidewalks will stay open during the work. it is part of rehabilitation and repair on the bridge. men and bill who rush -- men and women who rushed to help after 9/11 say nine years is long enough. the dust at the world trade center made them sick and they are working to pass a bill to provide free health care and compensation. >> fire department paramedic david russell spent weeks in what they call the pit. >> imagine a fresh snowfall that is six to eight inches high. it is not know but six to eight inches high of dust. >> reporter: now russell is

never without his inhaler. he is also taking medication for an auto immune disease and a thyroid condition. >> i never had these problems prior to 9/11 and they came out five or six years later. >> reporter: rescue and recovery workers joined lawmakers on captiol hill to push for legislation that will provide free health a care and -- health care and compensation. >> my question to our elected officials is this -- do they know what sacrifice is about? >> reporter: the number of people that became ill from work at ground zero is unclear but last year 6,000 people sought treatment. in republicans opposed a corporate tax to pay they are the 7.4 billion there's measure. when the bill comes up for a vote next week it will need a simple majority. >> we have 255 votes so we can pass it. >> reporter: lieutenant russell

says 9/11 responders answered the call when the country needed them. >> if the same scenario happened tomorrow i think everybody would still do the same thing all over again. >> reporter: now these men and women who, helped so many, are counting on congress to help them fight for their lives. >> the new york state health department says more than 800 responders have died since 9/11 while state health officials do not relate their deaths directly to 9/11 they say 20% of the deaths were traumatic including exposure to harmful substances or environments. taking a look at the living well headlines. the food and drug administration advisory panel is split over the future of meridia. the studies show the popular diet drug increases the risk of heart attacks and strokes. those who voted to keep the drug said it should come with warnings and restricted distribution. the fda is expected to make the decision in the coming weeks.

illegal drug use is once again on the rise. the latest increase in use is fueled by a sharp increase in marijuana and methamphetamine abuse. it has surged to the highest level in nearly a decade. the government report found marijuana use rose by 8% while cocaine use is dropping. in other living well news. being popular could come at a price. getting the flu early. a new study shows popular people get sick on average two weeks before their less popular friends. researchers believe being the center of attention exopodses you to more germs and say it pieing -- identifying the popular people could be a useful tool in preventing the flu. he's a popular guy, an award-winning actor becomes the face of a new program aimed at keeping youngsters in school.

and everything else. >> reporter: people have until monday pay their bills or risk losing their tags. warner brothers is donating $5 million to the national museum of american history. the money will go for a new theater to present the history of american film. the 46-year-old carmichael auditorium will be transformed in to the warner brothers theater. it will be equiped with projectors to show 3-d films and original 35-millimeter movies. denzel washington is promoting a new program aimed at keeping youngsters in school. we see how the give boys and girls club plans to reverse the high school dropout rate. >> reporter: there's a buzz at this boyce and girls club in southeast. >> i think it is inspirational. >> they saw denzel washington at the national press club adding his star power to the boys and girls club new campaign attacking the high school dropout rate. only 69% of american teenagers finish high school, compared to

scholarship, try to get out of high school and go to college. >> reporter: and they will, thanks to some help from their role models. in hollywood and here at home. 9 news now. and thank you for watching 9 news now at 5:00 a.m. i'm andrea roane. angie goff will have the traffic in a moment. howard bernstein is here with a quick look at the forecast and he sees rain somewhere out there. >> we may see a couple of showers. looks like the next 24 hours the next chance is north of dc opposed to south of dc. and in the mountains you could get a half inch or more. we are hopeful the areas that need the rain are going to get it. especially the west virginia panhandle that has really bad drought conditions going on. some shower conditions are showing up in michigan, ohio and indiana. that action is moving toward the northeast more than the east. we will have to watch. that we have clouds coming in and that kept temperatures warmer
